Mr Fraser-Smith appealed to the Governor against the Treasurer, and urged that Government advertisements should be given also to his newspaper (the Telegraph). On the other hand, Mr Lister defended his action on the ground that the publication of the advertisement in question in the Government Gazette, and in the two older and most circulated daily journals was sufficient, and that no public money should be paid to the Telegraph, as being a notoriously immoral and discredited newspaper, the Editor of which had been several times convicted before the Supreme Court.
After consultation with the Executive Council, I decided that, as a general rule, the Government Advertisements should be published only in the Government Gazette, except in cases in which the public interests might suffer damage from the want of greater publicity. But, with regard to
